Describe the bug

When a user chooses to use a Format File to handle Report CSS, Cacti should not continue to use inline styles, which at present it is. This limits the Format File Authors ability to control the output of the report, which leads to frustration.

Expected behavior

If user is using a Form File for a report, remove the use of Inline Styles period.
