Describe the bug

In performing a full regression of plugin interactions it has been discovered the the plugin_config, plugin_hooks and plugin_realm table changes are not replicated to remotes. This can affect plugin behavior. Not in the scope of this change right now are plugin removal actions which will be handled in another ticket.

Expected behavior

More consistent plugin action behavior

- When performing plugin actions from the Cacti UI, replication should be forced to Remote Collectors
- max_packet was not being calculated correctly.
- Cacti log function logging on verbosity NONE
