Stop writing table-less configs in redis

It's about time to stop storing table-less configuration in redis.
It's been made optional by 0.17.0 (see #81) but I think we can just top supporting that.
By interrupting that support we can also drop the expensive token-expiration code in the garbage collector (see #74)
