copy-paste deserialize code from serde_ipld_dagcbor

Summary of changes

Changes introduced in this pull request:

• ported the deserializer from https://github.com/ipld/serde_ipld_dagcbor/blob/master/src/de.rs with some changes, most notably in https://github.com/ChainSafe/forest/pull/3332/files#diff-1eb5f737af78e733cc16ee118ed41be097a7fca2f0b47ef1ec6b7debbf1d2fd5R294-R303. This will deserialize strings to bytes. It is needed for uploading historical data, due to some values not being UTF-8 (see https://github.com/filecoin-project/FIPs/blob/master/FIPS/fip-0027.md)
• Added a from_slice_with_fallback helper function that will try to deserialize the data normally and use the fallback only if necessary
• updated serde_ipld_dagcbor dependency version
