Setup dockerfiles and update CI

Summary of changes
Changes introduced in this pull request:

• Build is broken using the default github actions machine unfortunately, even when installing needed dependencies
  • The dockerfile for the forest binary should be updated in the future to expose ports and allow config to be passed in, but not a priority rn

Changes are tested with the changes on #360 and had a passing CI
