feat: impl `Filecoin.StateGetNetworkParams` #4315

Summary of changes

Changes introduced in this pull request:

implemented Filecoin.StateGetNetworkParams,
added missing network information so that all the data is available for that endpoint, for all supported networks,
temporary workaround for bad Lotus behaviour until a new release, see filecoin-project/lotus@7e005be, though we'd also need to update our proof definitions for networks so that synthetic PoRep variants are included.

I have performed a self-review of my own code,
I have made corresponding changes to the documentation,
I have added tests that prove my fix is effective or that my feature works (if possible),
I have made sure the CHANGELOG is up-to-date. All user-facing changes should be reflected in this document.
