Fix actor creation and deletion logic

Summary of changes
Changes introduced in this pull request:

• Honestly no idea how I missed these when doing vm update pass but fixes create and delete actor functions
• Removes CodeID type (was in spec and was used before but is now dead) and replaced functions with some put in actors
• removes the runtime abort function as it's completely unnecessary
