Summary of changes
Changes introduced in this pull request:

  • Not sure exactly where the discrepancy was in the previous logic, but I've changed it to be more similar to specs-actors.
  • Removes PLEDGE_VESTING_SPEC which must have been some left over artifact from a previous version
