It seems that the service is back to normal after upgrading the Dyno from Free to Hobby.

It seems that the service discovery thinks that the Puppet Service Service IP is not a publish accessibly.

It seems that everything is back to normal ... with a $7 Hobby dyno.

Switch back to a $0 Free Dyno and keep monitoring.
