A bit sad to see this thing go. It was fun pinging anon users, but I can totally see why. From reading the code, it looks good to me.

This can be tested by running `git revert df9d946` and the running the tests

Description
After the refactoring in #3399, anonymous users were pinged by the anonymous username
justinfan64537. This PR fixes the behavior.See also: #2156, #2352.
