This year at DrupalCon, I attended Module Development training by Michael Anello. When he demonstrated the permissions generator, he pointed out that it didn't have an interviewer like other generators, such as
drush generate form:simple. He suggested this might be a valuable thing to contribute.This pull request adds the interviewer for the
drush generate yml:permissionscommand.
