Cluster Management Route

This is the first of issue that needs to be tackled in cluster management. We need a cluster management route for periodically sending network status to the dashboard

Upon rethinking and solving this problem by divide and conquer strategy, we can break down the problems into three parts:

1. First, Plan the network management and display components with the basic route to plan network service
2. Second, add the commit-graph and FSM adherence service.
3. Finally, add Logs Service either by using web sockets or ZeroMQ depending on the utility or use case.
