Update HXTool.py

Updated the script with the latest version (4.0-R27), with modifications as follows:
++ Added support and checks for Stretched clusters. 
++ Added support and checks for SED clusters.
++ Removed mgmt pings.
++ Added vfat volume ESXI check. 
++ /tmp Permission check 
++ .jceks same on all nodes check
++ Fixes for open issues
