Detroit - Hide Rental Assistance section on public page

We want to remove the Rental Assistance section from the listing detail page in Detroit. There are no additional rental assistance programs other than Section 8, which we are now handling in a separate treatment. There is still data in the DB that we want to keep just in case, so for now, we'd like to remove this section from the page.

Acceptance Criteria

• Remove the rental assistance component from the listing detail page
• Since it's in the ordered list, if there are items after it, they should move up in ordinal

QA Notes:

1. Open the public site: https://deploy-preview-1393--detroit-public-dev.netlify.app/
2. Choose a listing with filled the "rental assistance" section
3. Make sure the "rental assistance" section is not visible
