Current image = composer-1.11.3-airflow-1.10.9

The cluster can fail if there's a version conflict with the packages installed natively in the image:

We need to find a way of keeping our local environments in sync with the Composer image. I don't think launching Docker operators for every step in the pipeline is a good solution; maybe this project needs to launch in a Docker container?
