Update the Coupler to use ClimaAtmos v0.15.0

This Issue is to track the update of ClimaAtmos v0.15.0 in the Coupler.

Tasks breakdown:

• Update compat entries
• Update Insolation.jl in ClimaLSM (<- this is currently blocking this Issue. See Update Insolation to latest release ClimaLand.jl#195 and related Insolation PR needed Fix handling of Artifacts for users without file permissions Insolation.jl#47)
• Update Insolation.jl again in ClimaAtmos, after braking changes. See this CA PR Update dependencies ClimaAtmos.jl#1678 that is blocking this issue at the moment
• update all packages using ] up
• make sure to implement any necessary API changes and review the physical results
  • modify ClimaAtmos for ingesting Fields of SurfaceStates
  • add initialization of atmos fluxes
  • pass all coupler tests - conservation, AMIP physical viz
