this happens intermittently, and sometimes, its just a matter of some crazy combination of removing derived data, cleaning, running pod install and restarting Xcode and/or my computer to fix it. but it is horribly annoying. any ideas?

You could start by checking for existing issues.

I think it is a problem with the Pods library being skipped at the beginning of the build process #1400.
