What does this PR do?
This PR adds a scraper for the health facilities.
Description of Task to be completed?
A request is made to an endpoint to get details of health facilities, the response is then sent to Amazon Cloudsearch.
How should this be manually tested?
This can be tested by running the scraper.py file in the root directory.
