Here I've added a functional link to the CogTool Help menu on macOS. The link opens up the Mac Help Viewer app viewing the CogTool User Guide made into a mac Help book.
There are some content issues in the HTML user guide itself, but I feel good merging this functionality into develop. Correcting the HTML will be a separate tasks.
Included also is a build task for updating the Help book for mac as part of building CogTool.
