TR-xxx numbering is now less prominent: it only serves as a number for a stable URL, e.g. compwa-org.rttfd.io/report/016.html. A hierarchy and tag structure has been implemented over the reports with
sphinxcontrib-needs.compwa-org.rtfd.io/reports.html
compwa-org.rtfd.io/report/010.html
Also pinned dependencies on RTD, like in ComPWA/tensorwaves#429
