Create NuGet Package #2

Tested that creating/pushing a package works with the latest CI script. We just need to aggregate this across all the projects as part of the CI build, ideally automatically. |

@mrlacey yes, the initial scope of this work is complete. Though we do need a follow-on to handle versioning, but I can open another issue for tracking that with more details? I'll do that in the morning. |

Getting compiling working
Add readme and build scripts from other repo for initial setup and testing
For each project we need to grab the 'library' component and spit out a NuGet package.
Intelligent Labs API uses GitHub workflow which we'd want to use here: https://github.com/CommunityToolkit/Labs-IntelligentAPIs
