There is already a gemspec declaration, so there's no need for an extra compass-rails delclaration in the Gemfile.
Bundler caching adversely affects the nature of the test suite

I still think we want some version constraints in place since we're going to need to contine testing newer versions of sass-rails and sprockets rails before they are released. |

Newer versions of compass-rails and sass-rails are not compatible. See Compass/compass-rails#201 and linked issues for further info.
