New SLE 15 rule ensure_iptables_are_flushed

• _This SLE 15 rule covers CIS recommendation 3.5.2.3 Ensure iptables are flushed (Manual) _

Rationale:

• At the moment the CIS profile for SLE 15 does not include this rule. The control cannot be automated, and should be addressed manually.
