Include partition_for_dev_shm in CIS RHEL7 and RHEL9 #10239

Description:

The partition_for_dev_shm rule satisfy CIS requirements for RHEL7 and RHEL9.
CIS RHEL8 v2.0.0 does not include this specific requirement but has other requirements related to mount point options.

Rationale:

Better CIS coverage for RHEL7 and RHEL9.
