Add rules SLES-15-010419 and SLES-12-010499

Description:

• Update rule aide_build_database and aide_build_database

Rationale:

• Accoring DISA recommendations Version 1, Release 9 from 26 January 2023 about SLE 15 STIG and SLE 12 STIG - "SLES-5-010419, SLES-12-010499 - Verify that Advanced Intrusion Detection Environment (AIDE) is installed and verifies the correct operation of all security functions."
