You have to update the STIG benchmark file and the stig_overlay.xml file
You have to grab the file U_RHEL_7_STIG_V3R3_Manual-xccdf.xml and replace https://github.com/ComplianceAsCode/content/blob/master/shared/references/disa-stig-rhel7-v3r2-xccdf-manual.xml with https://github.com/ComplianceAsCode/content/blob/master/shared/references/disa-stig-rhel7-v3r3-xccdf-manual.xml . After that you can run the stig overlay command:
utils/create-stig-overlay.py --disa-xccdf=shared/references/disa-stig-rhel7-v3r3-xccdf-manual.xml --ssg-xccdf=build/ssg-rhel7-xccdf.xml -o rhel7/overlays/stig_overlay.xml
