Implement a notification system.

Features:

Granular user controls.
Push notifications (iOS/Android/Safari/Chrome/Firefox)
Email notifications
Email newsletters

Notification controls:

Subscribe to legislation. Opt-in notifications for milestones, votes, or all activity.
Subscribe to committees. Opt-in notifications for intro/pass/fail legislation, membership change, livestream is live, schedule change (e.g. hearing scheduled) or all activity.
Subscribe to elected officials. Opt-in notifications for intro/pass/fail legislation, committee membership change, or all activity.
