API Level 9 is obsolete. Consider changing minimum API level to 10 #12

The Android SDK Manager does not allow downloading API Level 9 unless the "Obsolete" checkbox is checked. Even then, there are issues with Google Play Services when I try to import into Android Studio.

Error:Module 'googleplayservices_lib': platform 'android-9' not found.

Updated the min SDK to 10. (Resolves #12)

I went ahead and updated this in our SDK but the google libraries are still targeting 9. That is something that is in the google repo and will have to update that manually.
