are multiple different private transaction managers available for users. Removed an unused method that calls the system to launch the Constellation binary, which should never be needed. Changed some errors to use "private transaction manager" over "constellation", so users are not confused if not using Constellation.

Rename the constellation package to make it more neutral, since there are multiple different private transaction managers available for users.
