BEP 2: Release management discussion

This is the issue to discuss things about our Release process.
The document containing the Release Management will be our BEP 2, and you can see it here...
For now, we have two items, a pre-release check-list and the release check-list itself. All are invited to review them and make comments.
The main idea for this BEP is to generated a document encompassing this check-list and redefine the check-lists themselves, making them better and stronger and easier to follow and complete than now.

I think there still improvements to do, but it does not make sense to keep this open forever, let's close it and reopen it when the discussion to modify the BEP2 restart again...

Reopened to add some changes:

• new script to load js and css files to rackspace
• some explanation to manually create our devel build.
• some other info in the pre-release steps.
