CKEditor 4.0 doesn't load

Hi there,

Apologies for not posting in the Cotonti forums but I can't as the textbox will not load! This is true for 3 different computers and true for both Internet Explorer 9 and Chrome 25 on each computer. It's also true for the cotonti site and a fresh install of 0.9.13. I've tried wiping browser cache as well as localhost/cotonti cache but it fixes nothing.

I've attached a screenshot of the javascript console in chrome. It appears unable to open plugins/ckeditor/lib/lang/en-gb.js (file doesn't exist). It also runs into errors in ckeditor.js. I've no idea if these errors cause the issues I'm experiencing or not.

This is caused by CKE's language detection. It seems like it has no fallback strategy if locale file is missing. Shame on it.

The quickest solution is to include all locales available for CKE (including en, en_GB, en_US, en_AU, etc.), it will make our package a lot larger though.
