Add "My Layers" to "Layers" in Work Section

Describe the problem
Volunteers can upload layers, but not display them on the map.

Describe the solution
Add a "My Layers" section to layers.

• Contains all layers uploaded by any user belonging to the organization, including public, shared, or private.
• Sort by layer name
• User may turn on any of the layers
