logger timezone

when I use crow, I found the logger time is not my localtime, so I check the logging.h, then change the time format.

Thanks for your work, although this PR might cause an issue where logs are reported in local time but responses are reported in GMT, which could cause confusion to someone trying to debug their program. I'll look into this and maybe add a macro as an alternative, so that changing the logging time would be explicit
