Fix encoding of Ç character.

Previously, ç was part of the encoding table, but Ç was not, which goes against the spec. Base UCM file was taken from http://www.opensource.apple.com/source/ICU/ICU-400.38/icuSources/data/mappings/gsm-03.38-2000.ucm Change-Id: I937a34d06f75be655639b12acf159762e68c9b85
