Could we ad dept and plan reviews to usage stats?

I think this is two different issues, but we can discuss both in this ticket before potentially splitting them out.

To track the plan-review, we will need to change the feedback_requested field to be more expressive than a boolean. I think statuses should be mutually exclusive, so an enum is probably a better fit than bitflags.

As for filtering by department, I think this may need more thought. One thing to consider is if we re-use the stats-table, we may run into a situation where new departments are added between generating entries in this table.

This might be addressed by the work suggested in #1759 - can this be closed a duplicate and any crucial information get moved accross?
