#155 updated plio to support PVL >= 1.0.

It looks like we still need to get the recipe updated and then get the conda-forge recipe corrected. Right now, a CI build of autocnet fails when plio>=1.2.4 and PVL >= 1.0 are specified because pvl._collections can not be found. #155 made the necessary fix for the import, but something is misspecified in the dependencies that is causing down stream issues.

Here is the condo-forge build that is way out of date: https://github.com/conda-forge/plio-feedstock (note that I am the only maintainer too...)

I see that 1.2.5 was just peeled off as a release. It does not look like the PVL version was pinned or set to be range bound in the environment.yml or recipe/meta.yml. How are we enforcing the correction PVL version?

With conda-forge/plio-feedstock#20 plio is now pulling PVL >=1.3.0 and working as expected.
