Check why dlbennett cannot approve PR although there are no approvals and recommendations for the PR.
Change the position on the PR form from Finance Manager to Finance Director. Update all Java code to reflect this.
Change employees' position from Finance Manager to Finance Director on all systems. Update release notes to do this when deploying.
