Fix IR in Pokémon HGSS

What's changed?

• Fixes connecting to the Pokéwalker using an IR cart!
• Fixes Pokéwalker only works when using hiyaCFW on DSi #939
• Fixes Pokewalker doesnt work unless the user does a reset #1068
• Fixes [IR Passthrough] On-cart IR using "Pokémon Heart Gold (Spain)" cart cannot communicate with Pokéwalker using Pokémon Soul Silver (Spain) rom #1244

Where have you tested it?

• DSi (K) and n3DS (U) using Pokémon Heart Gold (U) ROM and cart
  • I only grabbed one IR cart so I haven't tested G5 properly, but it does still look correct through a camera
  • Untested using G5 cart for G4, however it most likely works
