Add default EC2 security group configuration to lock down IP access #1

Currently when Elastic Beanstalk does a deploy it attaches an additional security group to the box (even if you have previously configured one) and this security group has the rules of:

# INBOUND ACCEPT
80 0.0.0.0/0
22 0.0.0.0/0

Which is not terribly helpful. This needs to be locked down.
