Adding Args for Rank (Issues #1 )

Adding the ability to check other peoples ranks.
This is related to Issues #1
Should take the following options:

(blank) ... returns author of message rank
@mentionable ... returns what has been mentioned
nickname/username/ID ... will try to parse the input field.

I also added some "helper outputs" so if the command is incorrect for rewards & roles it isn't just no output but will say what went wrong.
