[assoc-agg] Implement dot product scatter #77

Ideas:

Use the pair() type to wrap input_gds_file and the integer file representing the segment number, and just pass in the entire variant include and aggregate file arrays to every segment since they are probably small?
Use the string coercion trick (thanks to Patrick Magee on the OpenWDL Slack!)
