GAWB-3382: Display compute costs in Submission Details

Note, this ticket is dependent upon completion of GAWB-3380 (update workflow list API)

Costs should be displayed in the following locations:

1. In the submissions detail page, there should be a section called "Total Run Cost" beneath "Submission ID" which displays the summed run-costs of each workflow in the submission

2. In the workflows table of the submission details page, there should be a new column called "Run Cost" whose values are the per-workflow run costs.

If you believe costs should be displayed elsewhere or there are further costs we have access to that can be displayed to the user, let's talk and see what makes sense. There is some room for flexibility here.
