As part of the cost epic, we are making changes to the response models for submission and workflow API endpoints.

These endpoints are documented well in rawls, but the orch-level swagger has no description of the response models. Please update; hopefully this is as simple as copy-pasting from rawls into orch.

Only for endpoints added costs to.
