Description

This PR will upgrade the containers used to run tests and build the libraries

  • from PHP 8.1.22 -> 8.1.26
  • from PHP 8.2.8 -> 8.2.13
  • from PHP 8.3 RC6 -> 8.3.0

Additionally it will upgrade XDebug from 3.3.0alpha2 to 3.3.0

Attention: do NOT merge after approve, as I will need to run the CI pipeline to create the new images first and will do so after approval.
