minor but can we get a no-data note on popup or on the legend to make it explicit?

When we don't have data to represent, we're leaving the outline and a pop-up that displays the geography name. Also, might be good to include no data available in the legend.

The todo list:

  • add "no data grey" color to legend
  • add "no data available" text to tooltips
