Viz Builder Changes

• adds nested selector to grouping interface
• updates domain on scale for measures with "SAT Score" units
• updates confidence interval checkbox behavior to improve load times
• sets LinePlot baseline to 0 for non-divisible units
• adds more verbose chart titles based on cuts

Site-wide Changes

• fixes text-wrapping and rotation across all charts with axis labels
• fixes SVG text in IE image downloads
• hides more non-applicable measures from the maps
• fixes some units of measurement in the map/vizbuilder (for better number formatting and chart configs)
