As explanation: the field rotation was somehow thought as behavioral configuration by content and therefore resided in the data-table for the quotes.
It's thinkable that a resembling setting can be made in the plugin-settings (table tt_content) to change the template-behavior but then for all related quotes (depending on storage page and in future perhaps category).
The current field rotation_quote in the data-table for quotes in the moment is useless and probably was not very well considered by Kaspar Skarhoj. It will be changed from text (varchar (255)) to boolean to determine if a quote shall be shown if the plugin is configured to show the quotes as rotation-quotes.
