eMule 0.51d Community Version allows the user to install/share the application with other user who use the same computer but have separate profiles

User Specific: C:\Users\James\AppData\Local\eMule\config
Shared Usage: "C:\Users\AllUsers\eMule\config" which resolves to "C:\ProgramData\eMule\config"

IPFilter can not find eMule Config folder when installed under Shared Usage
IPFilter.exe Error: 0 : Problem when updating: System.IO.DirectoryNotFoundException: Could not find a part of the path 'C:\Users\James\AppData\Local\eMule\config\ipfilter.dat'.
