The file .github/ISSUE_TEMPLATE/join.yml makes it easy to create a request to join the GitHub Debian team, but it has the unfortunate side effect of making it harder to report bugs in all other Debian repositories. When I click "New issue" on e.g. Debian/dcs, I get the following page:

This is very confusing, because the large "Join the team" template doesn't make sense in the context of the dcs (code search) repository, and I actually have to click the inconspicuous link "Open a blank issue".

Please improve this. The straightforward solution would be to add a global issue template for normal issues (bug reports etc.). The ideal solution would be to make the "Join the team" template only apply to the Debian/.github repository, but I don't think there is a way to do that directly; I suppose a workaround would be to create a separate repository for tracking join requests, and move the "Join the team" template so that it only applies to that repository.

i've now added an ordinary issue template that shows up before the "join the team" option, which should improve the situation (though - as you mention - does not fix it completely)
