How Does The Application Manage ID's

As told on the permissions page, I tried to implement it and then give users different responses. However, I could not get this to work but I do know how it should work.

A doctor may only create a prescription and prescribe it to a patient. After this the patient can go to the pharmacy to pick it up. The pharmacy can then change the prescription to picked up and sign it with their id. Next there is a prescription record which shows which drugs have been prescribed and by/for whom and then where it was picked up. This way you can prevent the black market of medicines because everyone checks each other.

If I had been able to get it working this way, it would have been very nice, but as I said before, because I was working alone, I didn't have much time to fix all this.
